| Dr. Huu Duc Dinh, is the President and CEO of ATIP |

Earned a B.Sc. in mechanical engineering from the
University of New Orleans;

Earned an M.Sc. in mechanical engineering from Tulane
University;

Earned a Professional Engineer's License from the State of
Louisiana;
-
Completed a six-year post-doctoral level course of studies
in nuclear physics and nuclear reactor operations administered by a
consortium of universities that was organized to train nuclear power
plant operators;

Earned a Senior Nuclear Reactor Operator's License from
the U.S. Nuclear Regulatory Commission;
-
Worked for five years as a senior nuclear reactor operator
for Entergy Corporation, a major U.S. Utility;

Earned a PhD degree in business administration with an
emphasis in nuclear facilities management; and
- Launched and managed ATI, an Oak Ridge, Tennessee-based
specialty consulting company and defense contractor that has earned over
$500 million in revenue from consulting engagements for wide variety of
governmental and industrial clients including the Department of Defense,
the Department of Energy, Westinghouse. General Electric, Bechtel, Brown
& Root and others. |
ABOUT SOME MEMBERS OF ATI BOARD OF ADVISORS
| Roger Van Huss |
|
Roger Van Huss, Senior V.P. of
Operations, has over 25 years' experience in the energy industry. As
ATI Group's Director of Operations, he has successfully managed
simultaneous projects. He is keenly aware of customer needs and, through
innovative program management, has been successful in adapting project
efforts that have yielded a 38% increase in deliverable product to
customers across the ATI spectrum of clients. Mr. Van Huss has his B.A.
and MBA, and has numerous professional project management
certifications. |
| Mr Dale J. Montpelier |
|
Dale J. Montpelier is a partner with the law firm of Montpelier, Young
& Fox, P.A. located in Knoxville, Tennessee, through which he serves as
general counsel of ATI Group, Inc. He is admitted to practice law in the
State of Tennessee and the State of California. He is admitted to
practice before a wide range of courts, including the U.S. Supreme
Court, various U.S. Courts of Appeal, the U.S. Court of International
Trade, the U.S. Tax Court, numerous U.S. district courts, and all state
courts in Tennessee and California. He has a J.D. degree, Magna Cum
Laude, from California Western School of Law in San Diego, California; a
M.B.A. degree from San Diego State University in San Diego, California;
and a B.S. degree in computer science, Magna Cum Laude, from Syracuse
Univers. |
| Mr. Goehring |
|
Mr. Goehring has over nine years of
experience as Chief Geophysicist. He has managed a diversified staff of
geophysicists, engineers, scientists, technicians, administrative
personnel, and subcontractors. He has brought innovative technologies to
the mapping and performing geophysical surveys for MEC and other
applications. Mr. Goehring is responsible for developing and overseeing
ATI's geophysical quality control program. Additionally, Mr. Goehring is
responsible for the interpretation of subsurface seismic profile data
for future ATI Petroleum (ATIP) investigations, and is currently
evaluating and discriminating petroleum geophysical data to derive
future investment opportunities for ATIP.

| Mrs. Luong Thanh Huyen |
|
Mrs. Luong Thanh Huyen is a Senior Geologist in the Hanoi ATIP
Operation Office. She's got a vast knowledge of local and regional
petroleum geology from her 8 years experience. She has been
significantly contributing to the evaluation of geological and
geophysical data, thus facilitating the decisions made by the
Management, particularly on selecting new blocks for petroleum
exploration in Vietnam and Africa. She has earned her B.Sc. in Petroleum
Geology from the Hanoi Mining and Geology University in 1999, and her
M.Sc. in Petroleum geology from the University of Brunei Darussalam in
2002.

| Mr Yee Meng Kum (David) |
|
Mr Yee Meng Kum (David) Presently, Mr. Yee Meng Kum is Vice President
of the ATI Group in charge of business development. He has significant
experience through his work as a Business Consultant and Business
Development Director for a leading business consultancy company in
Singapore. A hand-on practitioner, he has been credited to have
successfully delivered numerous projects.

| Mr Do Quang Toan |
|
Mr Do Quang Toan has served as the Chief Vietnamese Representative in
ATIP's Hanoi Office since June of 2000. In this capacity he is
principally responsible for day-to-day management of ATIP's
relationships with Petronas, SPC and Petrovietnam. Before joining ATIP,
he served for four years as Managing Director of the Processinki and
Distribution Company of Petrovietnam; and served for 4 years as Director
of the Oil and Gas Department of the office of the Government. He earned
his B.Sc. in Chemistry from Hanoi University (1965) and subsequently
studied petroleum lab analysis at L'Institute Algerien du Petrole and
L'Institute Francais du Petrole.

| Mr Dinh Tien Ngu |
|
Mr Dinh Tien Ngu has served as the Director of Planning in ATIP's
Hanoi Office since June of 2000. In this capacity he provides overall
management for planning and administrative activities. Before joining
ATIP, he served for over 20 years as a Senior Expert in the Planning
Division of Petrovietnam, the Vietnamese state oil and gas Corporation.
He earned his B.Sc. in Electronics and Telecommunications Engineering
from Hanoi University (1962).

| Mr Nguyen Van Trung |
|
Mr Nguyen Van Trung has served as the
Director of Corporate Development in ATIP's Hanoi Office since 1998. In
this capacity he is principally responsible for evaluating new
opportunities and overseeing ATIP's overall corporate development
function. Before joining ATIP, He worked for 3 years as deputy
representative in Texaco's representative office; worked for 3 years as
office manager in the Hanoi representative office of White & Case LLP;
and worked for 4 years as senior expert in the Science Management and
Planning Department of the Vietnam Petroleum Institute. He earned his
B.A. in English from Hanoi Normal University (1965).
